In Magna Roma the aim is to get the most points at the end of the game by building your city efficiently! To do this, players take turns placing city tiles in their city. A newly placed tile must be connected to at least one of the previously placed tiles. When a player places a tile, the connection with the adjacent tiles will result in the player producing one or more resources. For example, if you connect two semicircles on the tiles you get a coin, a rectangle and a triangle produce population, a rectangle and a semicircle produce a legion etc. Moreover, if the connected shapes are the same color, the game rewards the player with twice as many resources.

With these resources, players can perform the other actions in the game, such as: build monuments in your city, obtain a luxury good, obtain the favor tiles from the gods, and conquer new provinces for the emperor. You do all this to earn the most points at the end of the game and build the largest Roman city that has ever existed!
